ETF Program

Now, with the State of Hawaii’s Employment and Training Fund (ETF) Program, it’s easier than ever for non-government employers to invest in their workforce while keeping costs manageable.

What is the ETF Program?

The ETF Program, established in 1991 by Hawaii’s Workforce Development Division, provides 50% tuition subsidies for approved training courses, up to $1,000 per course (inclusive of taxes). This means employers only need to cover 50% of the cost—up to $1,000 per course—plus any amount exceeding the $1,000 cap.
